Description: 

The City of Nanaimo is seeking proposals from qualified civil contractors with extensive experience in project management and expertise in the installation of large diameter potable water supply mains.  At the time of publication, the drawing set is at 50% and Proponents are encouraged to come forward with an understanding of early contractor involvement as a means of completing the drawings with constructability review and materials selection recommendations as well as the provision of value added services through to Issue for Construction drawings.

The Mid-Town Water Supply Upgrades Project will construct two large water pipelines to replace the aging and undersized current infrastructure that transmits potable drinking water to the central and northern areas of the City.

Construction of the proposed Mid-Town Water Supply project will be constructed in 2 phases and divided into the following segments; 

  • 6,400m of a new 900mm diameter Primary watermain that will supply the area north of the Labieux Water Station,
  • 3,450m of a new 750/600mm diameter Secondary watermain that will supply the central portion of the City’s water system,
  • modifications of the Labieux Road Pump Station,
  • distribution enhancements including two PRV Stations,
  • a connector trailway within Beban Park, and
  • connections to the existing water supply and distribution networks.

Proponents interested in this opportunity should note it is a Negotiated Request for Proposal; it is not a low bid tender. As such, Proposals will be reviewed against the evaluation criteria listed in the published document and will select the highest rated Contractor to work collaboratively on the final design.

Proponents will be evaluated based on:

  • Experience and Qualifications
  • Project Plan
  • Risk Mitigation, Innovation and Sustainability
  • Pricing (based on the 50 % design)

While the pricing information (based on the 50 % design) provided in proposals will be non-binding prior to the execution of a written agreement, such information will be assessed during the evaluation of the proposals and the ranking of the Proponents.

The proposed works will be divided into the following two stages: 

  • Stage A – The successful Proponent will work collaboratively with the project engineer (Koers and Associates) and the owner (City of Nanaimo) to advance the 50 % design drawings to 100% final design stage - ready for construction.  It is anticipated the successful Proponent will enhance the design with value added, constructability review and materials selection recommendations.  The goal is to combine design and constructability measures in an effort to create a cost-effective sustainable project.  For this stage of works, the successful Proponent will enter into a Pre-Construction Agreement with the City.
  • Stage B – Based on satisfactory performance of the successful Proponent, sufficient budget availability, and willingness to proceed from both parties, it is anticipated the successful Proponent will enter into a MOESS contract to construct the works based on updated pricing following the successful completion of Stage A.
