The City invites Proposals from qualified and experienced Consultants to develop a Gun and Gang Violence Prevention Strategy for the City of Nanaimo (“the City”). The objectives of the Gun and Gang Violence Prevention Strategy are to:

1. Help stop gun and gang violence in Nanaimo before it starts by tackling its root causes, and address the conditions that contribute to a young person falling in with crime.
2. Increase safety in Nanaimo and protect residents from gun and gang violence.

This project consists of two Phases.

Phase 1 consists of the Gun and Gang Violence Prevention Strategy (with March 31, 2023 deliverables). The budget for Phase 1 is $67,500.00. Bids exceeding this value will be deemed non-compliant.

Phase 2 may consist of support for strategy implementation. Phase 2 is optional. The City reserves the right to retain the services of the Successful Proponent to guide the implementation phase. Award of Phase 2 is at the sole discretion of the City, and the City shall not incur any liability should it choose not to exercise the option to award Phase 2. 

The Successful Proponent is precluded from bidding on any subsequent work related to the strategy’s implementation of recommended initiatives or programs. 

This Notice of Intent is subject to the New West Partnership Trade Agreement, Canadian Free Trade Agreement - Chapter 5.
