The City of Nanaimo (the City) updated its Development Cost Charge (DCC) Bylaw in 2017, Bylaw No. 7252.  In the time since, the City has also updated it’s Road Design Standards (Complete Streets), has been identified as one of the fastest growing municipalities in Canada, and has updated it’s Official Community Plan; City Plan.  These factors coupled with the dramatically changing market conditions have triggered an urgent need to update the City’s Development Cost Charge Bylaw to ensure that transportation infrastructure projects can be planned, funded, and implemented as the community requires.  The purpose of the Request for Statement of Qualifications (RFSoQ) is to seek professional consulting services to provide expertise to complete the following Tasks:

Task 1

1. Provide the City with an information session to clarify what types of projects are eligible under provincial legislation for inclusion in a DCC Bylaw.
2. Support the City in reviewing existing projects which have been identified for consideration for inclusion in the updated DCVC Bylaw, in the context of current City Bylaws (City Plan), policies or guidelines.

Task 2

1. Update existing project scope sheets and cost estimates to reflect current standards for previously identified projects.
2. Create conceptual plans or scope statements for newly identified projects, complete with cost estimates.

Task 3

1. Support the City in prioritizing project selections based on timing for the community need in context of know asset renewal (current asset renewal project lists and schedules to be provided) and funding availability.
