This Request for Proposals, as may be amended from time to time by Addenda (the “RFP”) is an invitation by the City to prospective and qualified Proponents to submit proposals for Enterprise Resource Planning Software Solution Acquisition and Implementation, as further described in Section C – RFP Particulars. 

The City’s current SAP system, which is utilized for its financial business, procurement, and personnel management processes, is nearing end of life.  The City is seeking to acquire and implement either a single integrated software solution or more software solutions that would replace the current system and become strategic solutions that allows for adoption of industry best practices, where practical. The new implementation of the software solution or solutions is viewed as an opportunity by the City to revisit current business processes and potentially automate or improve them in the new systems.

The City requires a single Solution Integrator to propose the solution or solutions best suited and to be accountable for the integration services. The City requires the proposed Software Solutions (from the same or from different software vendors) to cover the full breadth and depth of functional and technical requirements, but a sole organization to be accountable for the complete integration services required to implement the various Software Solutions. 

Please note, Proponents may propose different applications if needed to meet the City’s requirements but all must be fully integrated by the Proponent.

The City intends to negotiate for the purchase of the selected Software Solution and implementation with the selected Proponent for contractual and support issues.  Upon conclusion of a successful negotiation, the City intends to enter into a contract with the Successful Proponent to procure the software, implementation services, and ongoing support services.
